What is TGTE?
The Transnational Government of Tamil Eelam (TGTE) is a government in exile among the Sri Lankan Tamil diaspora. It aims to establish Tamil Eelam; the mono-ethnic, dictatorial state which Liberation Tigers of Tamil Eelam (LTTE) tried to establish through 30 years of terror in the northern and eastern provinces of Sri Lanka, where 1/3 of the landmass and 2/3 of the shoreline was to be reserved for 11% of the population. Sri Lanka has banned TGTE as a “foreign terrorist” organisation and a front organisation for Liberation Tamil Tigers of Eelam (LTTE) on the 2nd of April 2014. [1.1] The TGTE has been called a “ploy to perpetuate terrorism” by the Government of Sri Lanka. LTTE Tamil Tigers were proscribed in Canada in 2006. [1.2] The war was largely funded by Tamil diaspora and LTTE criminal activities as per wiki leaks cables.1.6]
The exact words found in TGTE constitution are : “Whereas the TGTE has guided us towards a democratic system of government, in order to establish an independent state of Tamil Eelam based on the principles of peace, non-violence, tolerance, pluralism, transparency and accountability”[1.7] . Formed following the defeat of the Liberation Tigers of Tamil Eelam (LTTE) and the end of the Sri Lankan Civil War, the TGTE is based internationally, including in the United states of America, Canada, the United Kingdom,Australia, New Zealand, Norway, Germany, Italy, France and Switzerland. It was the vision of Selvarasa Pathmanathan or KP, who became leader of the Tamil Tigers after Prabhakeran that a government in exile to be established. Its current Prime Minister is Visvanathan Rudrakumaran, the former international legal advisor to the LTTE. Global elections were among Sri Lankan Tamil diaspora communities in May 2010 to elect members to the first Transnational Constituent Assembly of Tamil Eelam, the first step towards the formation of the TGTE. Significance in Canada?
In 2006, Director of Communications of Canadian Tamil Congress (CTC) Sahilal Sabaratnam, a student of the University of Toronto Sathajhan Sarachandran and 8 others were arrested by Federal Bureau of Investigation (FBI) for trying to purchase Russian-made missiles and firearms worth $1 million, for the LTTE. The FBI had identified Sahilal as the financial mastermind of the operation. They were sentenced to 25 and 26 years in prison, respectively. [2.1]“>[1.1]
In 2011, Prapaharan Thambithurai of Maple,Ontario became the first person convicted ( 6 month jail term) under Canada’s post-9-11 law against raising funds for a terrorist group, after pleading guilty to raising funds for the Liberation Tigers of Tamil Eelam (LTTE). The LTTE was banned in 2006 by the Federal Government. During his arrest, funds were raised on behalf of the World Tamil Movement, which was proscribed few months after his arrest. [2.2]
In the aftermath of the military defeat in 2009 May followed by proscribing in over 40 countries, the front organisations namely, Tamil Coordinatig Committee (TCC), Tamil Youth Organisation (TYO), Cordinatination Center of Tamils in France(CCTF), World Tamil Movement (WTM), National Television of Tamil Eelam(NTT), Tamil Television Network (TTN), Voice of Tigers (VoT), British Tamil Forum (BTF), Federation of Association s of Canadian Tamils (FACT), World Tamil Association (WTA), Rllan Force and Sangilian Force and TGTE took over the propaganda and the separatist ideology of the Tamil Tigers. Along the way, most of them were either banned or were proscribed as terrorists organisations.[2.3]
TGTE remains as a more prominent Tamil separatist movement seeking a separate state in Sri Lanka and operating in Canada with the registered office in Scarborough, Ontario.
Who invented the "Sri Lankan Tamil genocide" myth?
“Father Emmanuel created the Global Tamil Forum, the premier LTTE international organisation to project Sri Lanka as a human rights violator and white wash the LTTE. To promote the LTTE message in Geneva, Father Emmanuel worked with Gary Anandasangaree of the Canadian Tamil Congress that came up with the idea that there was ‘genocide’ in Sri Lanka. Gary Anandasangari was in contact with LTTE chief procurement and shipping officer Kumaran Pathmanathan and planned to visit him in Malaysia. After KP was arrested and deported to Sri Lanka, Father Emmanuel assumed LTTE global leadership and worked the British Tamil Front, Canadian Tamil Congress, and the Australian Tamil Congress, and other LTTE fronts. Father Emmanuel (87 years), spent the latter part of his life in Europe.” – Dr. Nilanga Samarasinghe [3.1]
Note: MP Gary Anandasangaree is the son of Veerasingham Anandasangaree in Sri Lanka who is a leading Sri Lankan Tamil politician, former Member of Parliament and leader of the Tamil United Liberation Front (TULF) . * The Transnational Government of Tamil Eelam (‘the TGTE’)’s appeal against the ongoing proscription of the Liberation Tigers of Tamil Eelam (‘the LTTE’) was heard today before the Proscribed Organisations Appeal Commission (‘POAC’). In its appeal, the TGTE is seeking to have the LTTE (also known as ‘the Tamil Tigers’), removed from the list of proscribed terrorist organisations in the UK. [5.5]

“My Lords, I have no problem at all with the financial aspects of this SI. I think there is a big challenge with individuals and human rights; I remember Gaddafi, Saddam Hussein and Assad, all of whose communities we interfered in at huge human cost to those communities. I want to focus, though, sadly, on the Sri Lankan Tamil Tigers—LTTE—which we proscribed in 2001. It was succeeded by the Transnational Government of Tamil Eelam—TGTE—itself proscribed in Sri Lanka. It is staffed and organised by former LTTE people and yesterday it started a legal action in the courts here in the UK to lift the proscription on the Tamil Tigers.
The TGTE espouses an ideology which is almost identical to that of the LTTE; it has never denounced violence or the terrorism of the LTTE; it disseminates propaganda worldwide, targeting young people, mainly Tamils, with commemorative events, waving LTTE flags and the black tiger, et cetera. Worst of all, I think, it has never shown any remorse over child soldiers. UNICEF stated on 31 July 2005 that 5,081 underaged soldiers were recruited, 40% girls and 60% boys, and at the end of the war, 594 was the small number that were left. Still, in this country, we have Mrs Balasingham, who was the arch recruiter and trainer of the child soldiers, residing comfortably in the United Kingdom. That is a challenge we need to face.” [Hansard]
Visuvanathan Rudrakumaran

· Rudrakumaran is a US citizen but US citizens are prohibited from providing material support to (Front Terrorist Organisations) FTOs.
· Visuvanathan Rudrakumaran, is the naturalized US immigration attorney based in New York and his TGTE was formed after the demise of the LTTE leader. His association with the LTTE should now be in focus. Rudrakumaran is demanding accountability from Sri Lanka. In turn we demand accountability of Rudrakumaran for his association, links and involvement with the LTTE.
· LTTE was declared a FTO in 1997 by the US making Rudrakumaran liable for association with the LTTE since that date under US laws.
Evidence of Terrorist support:
· Functioned as peace maker, legal counselor and political advocate for the LTTE, an organization designated as a foreign terrorist organization and internationally banned by 32 countries – a violation of US federal laws given he holds a US passport
· Participated in many high level deliberations on behalf of the LTTE and associated with its leadership in decision making even after US designated LTTE as a FTO in 1997.
· The US State Department report of December 2009 by its Office of War Crimes Issues admitted the LTTE culpability of massacres of civilians – Rudrakumaran as a citizen of the U.S. is subject to Federal Laws because of his close and intimate association with the LTTE and its leader Prabhaharan for the human carnage the outfit unleashed in Sri Lanka.
· Web sites and online publications of the LTTE itself and front organizations of the Tamil Tigers are testimony to his intimate working relationship with the LTTE – he has on no occasion denied, refuted or even taken legal action if these publications were publicizing falsehoods.
· Rudrakumaran participated representing the LTTE in the Thimpu Talks between GOSL and LTTE in 1985.
· He participated in the CANBERRA conference in 1996 at which supporters of the separatist movement in Sri Lanka had got together.
· He organised LTTE Heroes Day in New Jersey in November, 1998, and delivered a special address. (LTTE was declared a FTO by US in 1997)
· He made arrangements for an agreement to be signed between the LTTE and South Sudan People’s Liberation movement in July 2002. (LTTE was declared a FTO by US in 1997)
· He was LTTE advisor for constitutional affairs, he convened the LTTE’s constitutional committee meeting held in Paris in August, 2003. (LTTE was declared a FTO by US in 1997)
· He participated in the fourth round of peace talks with the Government, in Thailand, Norway and Germany from September, 2002 to February, 2003. (LTTE was declared a FTO by US in 1997)
· Responsible for coordinating the defence at the Rajiv Gandhi assassination trial in India in 1997, Suresh Manikkavasagar’s trial in Canada, and challenging the US designation of the LTTE as a terrorist organisation.
· He participated on behalf of the LTTE in the failed Oslo talks with the Government in Norway in 2006. (LTTE was declared a FTO by US in 1997)
· He participated in the Geneva talks on behalf of the LTTE held in October, 2006, as a negotiator. (LTTE was declared a FTO by US in 1997)
· Delivered a speech in Switzerland on April 2006 about the policy statement of LTTE which was issued to coincide with the 62nd General Assembly the UN. In his speech, he stated that this is not just another statement of the LTTE but a policy statement that spells out its future strategic direction. The final section of the paper refers to the expectations of the LTTE:
· To recognise the concept of the sovereignty of the Tamil people and support the peace process in accordance with this principle.
· Provide appropriate opportunities to the Tamil people to express these aspirations as have been given to the people of East Timor and Kosovo.
· Rudrakumaran has held a meeting with the expatriate Tamils the US in order to educate them on the establishment of Provisional Transnational Government of Tamil Eelam (TGTE) and its future plans. Further, it is learnt that he has reportedly expressed that they intend to hold political discussions with the Sri Lankan Government to seek a solution to the problem to regain their aspirations politically under the principles of Tamil homeland and rights to self-determination.
· On September 27, 2009, Rudrakumaran visited Germany to speak to the Tamil Diaspora.
· He issued Heroes Day statement separately on November 27, 2009.
· Rudrakumaran was admitted to the New York bar in 1993, he has since represented an estimated 2000 to 3000 clients, mainly in pro-LTTE Tamil bogus refugee claims
· President Rajapakse himself had asked Patricia Butenis when she went to present her diplomatic credentials in September 2009 that Rudrakumaran was a US citizen but supporting the LTTE.
· Conciliation Resources publication 2005: www.c-r.org which carries a paper by Rudrakumaran on LTTE describes him as “Legal advisor to LTTE and an Attorney at Law in the USA”
· In June 2010, US Supreme Court upheld the constitutionality of the ‘material support’ statute. 18 USC 2339B. The case actually involved the LTTE and the Kurdish Workers Party (PKK) both designated as FTOs in 1997. The case started over 10 years ago by some associated with Rudrakumaran. The case came about when 2 US citizens and 6 domestic organizations which included Nagalingam Jeyalingam a Tamil physician and 5 non-profits organizations with people of Tamil descent argued that they wished to provide humanitarian and political support to the LTTE by way of monetary contributions and other tangible aid, legal training and political advocacy but feared the prosecution under 2339B.
· It is now a crime for any person to provide ‘material support or resources’ to a designated foreign terrorist organization. LTTE remains designated as a FTO by the US since 1997.
